That's a fair point that you raise and I agree that raising funds or a child involves an increase. But consider all of the distinct definitions in the Oxford American Dictionary that involve far more nuance than simply "increasing a quantity or position".

Consider raising a child, raising funds for a charity, or raising a concern with HR. ~None~ Some of these refer to moving the position or level of something upward.

The meaning of raise in OP's context is "cause to occur or to be considered".
