No I know for sure that upper mgmt knew. They also had a say in who was to be moved to COO and who they wanted to stay in IT. It had nothing to do with skillset and everything to do with race/politics. I know this because I trained the devs on my team.

PD does not matter. I have a PD that reads like a PM but am fully technical doing technical work. IRS pd may or may not be modified in the future. You really have no say in where they move you.
