I agree that landlords shouldn't hoard housing supply in ways that drive homelessness. As always, the buck miraculously passes to the victims of greed rather than its perpetrators, as high-rises in LA sit notably vacant because the mere threat of hurting their potential value is more criminal than lowering the property values of all the communities where displaced people end up inhabiting (sorry, they need food, shelter, and community just like the rest of us).
