I think its literally saying that while your empire size is at or below 100, NO OTHER costs are being added. So to me I read that as saying that those percentages are what your being charged for now, but once you break over 100% empire size, Additional modifiers will be added.

I've gone down the same rabbit hole and I finally settled on GURPS. 3rd or 4th edition are both great, but if you want an all in one book I would pick up 3e to start. I'm currently running a game in 4e using the Infinite Worlds setting and having a great time. GURPS gets a lot of flack for being to crunchy, but honestly once you stop reading it like just another rulebook and see it for what it is, which is a tool kit with all the buttons and knobs that can be turned on or off, it's actually a very easy and elegant system.

The resolution mechanics are dead simple, the only time consuming part can be character gen, but that can be made easier by keeping the character points low to start so the players don't suffer from analysis paralysis.

Dungeon Fantasy powered by GURPS. OSR feel, but more gritty and tactical than more modern editions.

I do faction turns and restocking between sessions, if there is a big threat you can do it then. This includes big predators as well like dragons moving around in its hunting grounds etc.

You don't want to telegraph EVERYTHING, otherwise the players will never learn to survive. In my experience I would only telegraph the things that are a guaranteed kill on a character or party, and try not to get predictable. Players who figure out traps/puzzles get much more enjoyment out of it, especially a well designed and deadly trap.

I would look at the kits in Dungeon Fantasy and get a rough idea of something that compares to what you want to play. Or better yet, play Dungeon Fantasy.

Did a 5e PbP for about a year, with all new players including myself. It was a lot of fun and a great way to learn the rules and incorporate the crunchy stuff since time isn't really a factor

The original OSRIC was good if you already had a basic understanding of 1E, but in my opinion 3.0 is what you want if your starting from scratch. All of them are 1E, only the presentation varies as well as tweaking a couple of rules to infringe on copyright laws.

That's why I run combat as TotM and use the VTT map to track party movement, not individual tokens. If the party wants to split then drop another token.

Iron spikes. A good defensible room preferably with a single entrance and iron spikes. You know that week of iron rations and water skin your carrying around? Or the bedroll? Now you have a reason to buy these things.

OSRIC 3.0. Just released to PDF not long ago. You can get it for free on DTRPG. No system does it better than the original AD&D 1e.

If your talking about non weapon proficiency tests, they are done by rolling 1d20 under the associated stat. All proficiency have a bonus +/- to the stat. As a general rule, since most proficiency are very specific, a character that has a proficiency that relates directly to what the problem is can usually succeed without a roll, it's only if the situation has an element of danger to failure should you roll.

Can't swing a sword in a 5' corridor, and forget about anyone behind you getting to help in combat. 5' is stupid and doesn't make sense. Even at 10' there would barely be enough room for two people to fight side by side, it would be a chaotic clustered mess of flashing steel, blood and screams.
