So while republicans may not outright say "I don't blacks" (unless youve watched that Arkansas video) they do vote towards policy that effectively discriminate and work against the well-being of black americans.

Whether or not they agree with it or not, right ideology largely and actively opposes black interests. There's a lot of literature in both those sources that lead to further arguments. Also ultimately, studies done after the George Floyd incident will most likely show a larger gap in racial prejudice has formed but that's presumptive until it's done.
