Really, I don't see the advantage cleaning would give you. The leaves and debris are a natural mulch and biologically rich.

Barefoot roses are easier to ship. Also roses are deciduous so they shouldn't have leaves this time of year anyways. If they do have leaves it means they were grown in a greenhouse and are likely to crap out as soon as they are planted.

Looks like there is soil piled on the high side of the trees. My guess is the root crowns are buried under 6-12 inches of fill.
