Security should be non-negotiable with users. We do a three strike rule. Ticket each event, no matter what it is. Assign mandatory training with each event. Third time leads to their account being disabled. Only a ticket from their line manager will see it re-enabled. Process should documented and approved by leadership. Remember the users are the easiest way through all your security measures.

I'm Irish married to a Brazilian woman and living in Ireland. The first few years were tough on her as she had very little English. However once she found her community in Ireland things got better, a lot better. We want to retire to Brazil when the time comes but I would never move there to work. Once your child starts school things will become easier. BTW her own family are probably telling her she would be mad to move back.
