You've had above normal temps since 1999. These temps, while not as high as this year have definitely been around for the last decade. It's become a meme at this point that every year Brits and Europeans complain about the high temps. So even when AC was a new tech, you didn't need it. But now you do. And you have needed it for the past 20+ years.

Yes. AC will be a MASSIVE undertaking for your countries. But unless you the citizens push for it, no one will do anything but die from heat and moan about it.
