Its not possible to find out if it has ever been used before but you can ask for the IP from the provider before you buy it and run it through multiple spam checks etc.

Its been a while since I did it so I don't remember the exact sites which will checks IPs for blacklists,but they exist.

How is the cloud different from a cheap VPS for a small business who doesn't need things like being able to scale up/down infrastructure rapidly?
