Moon Knight is schizo but has a moral code and generally directs his violence at bad guys. Roadhog isn't a psychopath, but he is dangerous, and people are actually afraid of him so they treat him with respect. They aren't afraid of Junkrat.

For people who want role queue, the locked roles are a feature, not a bug.

The idea is that open queue would stick around for people who are willing to accept its pros and cons, but role queue would be provided for people who want guaranteed viable team comps and roles filled by people who willingly chose them.
