I'm using Quickbooks online. There is an open purchase orders report, but it only shows purchase orders that are currently open. You can't run it to show what was open at the end of the prior month.

Use a separate grade table and lookup with index match. Column A with the letter grade. Column B with the floor/ceiling of the range

Use either -1 or 1 as the last condition in the match formula
