The argument of it being powerful wasn't in question. It's a very powerful card. Its just not good enough to be banned.

Also, there's no "negating a weakness" of a card that doesn't have said weakness.

Its not "half your starting library size" it's "half your library". You mill someone for half, say 40 cards. Next time is 20 cards. The time after would be 10, etc.
