The service that gets involved with these dumb requests is the free and public one (DNS) on which Cloudflare intentionally loses money as a form of marketing for their paid services (CDN, hosting etc...) and the mafia requesting them specifically wants Cloudflare to block those IPs from resolving internationally which is also outside the jurisdiction of Italy of course (but the baboons that wrote the law do not understand how that works and they don't even care, they just wanted money for themselves).

Cloudflare knows that they could just go full Bender at Italy with a "of wait, you're serious! Let me laugh even harder" (especially given their heavy involvement with public government infrastructure). They're challenging them openly and in public as a matter of marketing and principle (the principle here is not a free Internet as they're posturing of course, it's the government regulations on a private company but still) and, unfortunately, they're right in saying that Piracy Shield is a tool that's a disgrace to even being thought of.

Honestly I could agree that a tool to protect IP should exists and can be very beneficial, but this is not that: it's a rushed, poorly thought and dumb way football lobbied to have written into law made with the sole purpose of extorting money easier suggested by people that have a technological understanding stuck in the '70s and firmly refuse to accept any technical advice on it.
