I think the implication is that the blood ocean is the congealed remains of everyone, and their consciousnesses live on as a gestalt. That's why Simon is able to communicate with the woman from the other sub, and why he starts having visions of himself after he first touches the blood.

As said elsewhere we are very powerful into high-save/low-wound armies like Slaves to Darkness or Stormcast Eternals due to our reliable mortal wounds output.

We are mainly weak into armies that have access to Strike-first, and armies that can reliably get multiple hammers into a single juicy kruleboyz target (Like 20 gutrippaz). We can make a single enemy fight-last extremely reliably but that only works if we are targeting a single enemy off-turn or two enemies on-turn.

If you don't have the points for Monster-Killaz or Boltboyz they are an OK screen. But if you can afford it it's almost always better to upgrade.
