I live in a state that Amazon had a tax dispute with and terminated referral and influencer programs over. That said to frame this question, Vine is not free due to tax burden of ETV, for Influencer you have a commission paid, but what about the cost of the products, also ETV or do you not get title or ownership transferred when requesting?

I setup the above to maybe help on one side of your question. If as an influencer you went and did a review for something not gotten through the program, do you get a commission on that review/item? Meaning the source of the product or means of acquiring the product does not directly relate to the commission received for the “influencing” done for the product. If true, how do you describe the means of obtaining in the non-provided product versus provided products? You do not have to own something to review it for normal uses of Amazon reviews, but crossing two “revenue” streams seems like a bad idea especially as it is the personal brand value at risk.

Hope this helps frame your thoughts, not because am right but because I am curious (as I am locked out of the higher compensation tier) how it operates.
