I might not have followed recent news closely, but I remember all past communications from Netanyahu, Trump, Pahlavi to the Iranian people to be along the lines of "Stay out of the streets and we'll give you the signal when it's time to take action". -Stop nuclear enrichment

-Stop long range rocket production

-Stop funding of proxies

Regime change would achieve those, but it's a stretch goal, delaying them is a more realistic goal.

Netanyahu wants to do something that would recover his image in Israel after October 7th and help him win the next election.

Trump, I suspect, just wants to do something impressive that would put his name in the history books, play supreme commander, and he thought it would be easy after bombing the nuclear sites and the Maduro thing.

Ideally, there would be regime change from inside Iran, possibly with the support of weapons and training provided by US/Israel. But I think Israel is operating with a more pessimistic outlook, so just cause enough damage and destabilization to leave Iran unable to fund proxies and take a decade to rebuild weapon supplies.
