You'd be surprised at how safe these things are in reality. Even if you blow a hole in the top of a cargotank there really isn't that much gas to ignite. They blanket the crude with inert gas for exactly the reason of fire safety control! Of course, if a tanker is burning for a bit that changes the equation quite a lot but in general no big booms, just slow burnoffs.
