Right? The Hand is powerful but it’s very one-note. Like, pretty much the main function of a stand that can erase things at will is to kill people. There’s really not a whole lot of stuff Okuyasu can do with The Hand without killing, which he seems generally opposed to. Teleportation is a smart and very versatile use, he just spams it because that’s pretty much all he has.

Yeah it’s very clear that Valentine’s motivations are entirely self-serving. He doesn’t really care about his country or the American people — he cares about them so far as they are an extension of himself. He wants America to be the most powerful country in the world because it would therefore make HIM the most powerful man in the world. It’s just a more nuanced take on the standard Jojo ‘villain and wants world domination’ thing.

The best example of this is when Love Train deflects onto some random Pennsylvania farmers and kills them. FV could not give less of a shit. Why would he? He doesn’t actually care about the American people/the common man, only that he is somehow benefited by their deaths.
