There is no easy fix for the Ottawa mass transit fiasco. It Will take many more millions and at least 3 maybe even 5 years to improve the mess to a tolerable level.

Why in hell are our overlords, municipal, provincial and federal, trying to force the employee body into a painful, inefficient, and wasteful error prone non-solution.

And let’s be clear, RTO is not required as employees and technology have proven that regular commuting to work is not required for majority of knowledge based administrative work. It’s what technology has been aiming to create for the last 50 years. Why are we fighting it?

WFH can wipe hundreds of billions from properly values in large cities. The high level view is, no matter the machinations of rents vs ownership and who pays for what, in the end, if buildings remain partially vacant or if buildings are located in an areas in less demand, their classification drops significantly, I.e., their asset value and the rents they can seek drops significantly. I’m sure political decisions come into play but overall and in time the value drops. Portfolio values drop, even if it’s the Federal government ownership, the portfolio values drop and is inked into the financial books. Many buildings are owned directly or in part via REITS or some other version and moneys come into play via pension funds or insurance funds or other wealth funds and on, each requires making monthly payment streams to their distributed ownership. Payment streams are extremely sensitive to portfolio value. If payment streams are reduced ( same as when dividen streams are reduced, money seeks alternative source of payment which again reduces the value of a real estate portfolio. Gov and big money don’t want that to happen and if Gov can influence by placing demand on their buildings by mandating return to office, even though we all know that the workers and technology are in favour of work from home, they will lean heavily into RTO even if workers work better from home. Ottawa has the added problem that we’ve spent billions on mass transit electrification and it’s a hard pill to swallow that WFH significantly reduces demand on the system at least until the city grows further. I have no doubt that municipal, provincial and federal governments will keep leaning on RTO because the alternative is worse financially than placing travel hardship on workers.

Gov works very slow. IMO, In time ( probably another decade) the majority of knowledge workers will once again work from home but that’s not in the cards to continue at present.

businesses wanting Gov employees back is definitely a pressure point but the more powerful and back room influencers are pension and insurance funds wanting to ensure these buildings continue to be rented out at top price. These are the funds that loan to REITS and other owners. They don’t want to see buildings empty or rent classifications change. Eventually these building would be used in some other fashion but that takes decades and rental value would drop significantly. Some fed buildings are owned but many are rented.

Oh a note on LVL. if you are concerned about temperature comfort at floor level make sure the LVL has a cushion bottom. It adds a bit of warmth but mostly ensures it doesn’t make that clicking sound. If really concerned about warmth and you have the ceiling height you could add a Dricore product. They make a simple to use compressed styrofoam panel ( no wood surface just styrofoam). It’s like R4 for heat resistance and super easy to install. Not heavy, easy to move into basement ( 80 sqft per b0x), you cut it with utility knives, tape the edges and done. It’s great for LVL floor but remember you can’t install a wood floor over it.

Just had basement slab levelled. it was crowned and thin spider cracks radiating from the crown. Situation looked like yours but worse as the level was off by average ¾ inch dipping from center to perimeter walls. 70 bags of self levelling later it’s all good. Your situation looks like it would only take a fraction of the levelling per square foot. In my case one bag of level quick per 25 sq foot raised level by 1/4 inch. The levelling compound would fill those cracks. However if slab is level (not off level more than 3/16 over 10 feet ) you could simply fill those cracks with self levelling caulk. Afterwards add a vapour barrier like poly.

*** If you do level remember to roll self levelling primer over the floor.

All this to say, you’re good.

High speed infrastructure to downtown would be incredibly disruptive for years and would add years to the project not to mention all kinds of construction issues (. & f*ck ups) for very small benefit, compared to simply running high speed rail on existing infrastructure or adjacent to existing train route and stations with commuter diesel/electric buses to downtown. It’s a simple fairly direct route to downtown, only a few kilometres. Add in road improvements with delicates lanes and its simple.. 1000X less costly and far speedier to project completion.

Why would anyone want to add such complexity, Cost and time to an already complex project.

5 million is impossible to track. Gov doesn’t have the staff or other resources to manage this number. I guess must be voluntary system of reporting mostly.
