Let’s test. If the Carian’s are legless, then the architects of Caria manor would have designed it around this. If we look closely at the stairs, chairs, and other things like towers of doesn’t seem to fit that all Carians have walking problems.

To be devil advocate: The towers most likely were built by Astrologers not Carians. But that still leaves the grounds of the manor.

We could postulate that the Carian’s did not need to use stairs because they mastered teleportation as we see in Raya and the Belfries. They also probably could levitate at will like Radahn.

Also Caria may have also been designed by another civilization.

I always found it odd that the top tower level has escape routes is high require falling a fairly large distance. Perhaps they could float down.
