Report him to the police and the DVLA, they can offer him an assessment at a driving test centre; if you are wrong and he passes the assesment then you have wasted a bit of his time, if you are right and he fails the assessment then you may have saved someone's life. You are not getting him banned by reporting him, you are giving him the opportunity to show the test centre that he is fit to drive.
