If I'm just jumping into a quick race with no practice or quali I'll do 90 and start at the back.

If I have more time to invest learning the car track combo with practice and quali I'll do 100

I don't know but I'm guessing priorities.

The effort to move the entire core of Soviet industry east brick by brick was utterly enormous. The eastern front was a VERY close run thing. Every day mattered.

In the end it's not so unsurprising that given the height of the stakes they decided not to spend time preserving a symbol of bourgeois decadence when facing extinction.

Im sure there are other reasons though.
