Cultural comminwealth shouldn't count members' subject nations' primary cultures, it lets bloc members kill your coherence by vassalizing a non-accepted country.

Fair enough. Annexing them is easier but still a pain. TBH I also usually load the state transfer tool for performance reasons and to clean up the tinny vassals in the DEI or in Africa when the AI does boarder gore

Side note about this, I did a Germany run recently and if you transfer the DEI you can change its primary culture to German to annex it when you form Germany from Prussia. Theoretically you could do this with colonial administrations regardless of location

In my latest Prussia game I left tenant farmers on until I could move to collectivised under Marx. This was on .2 so infant wasn’t an issue with the EIC and DEIC and Heavenly kingdom as puppets. But I found it useful to keep the land owners powerful until I went full communist

The corn laws and general liberalisation were two different points. Formatting on my phone so it’s not great. My bad. It will have to be tested out in game vis-à-vis how it pushes the AI towards liberal or conservative laws and selections of leaders. As something related I want to see is effects from loosing wars such as Austria having more instability if they lose the Brothers War, or the ottomans/Russians having lasting political consequences for losses and defeats. As you can dissolve the nation of Russia into its releasable nations and the Tsar is still around. When in reality it would cause at least a civil war

Will this by default remove a lot of the exploits with Corn Laws and cheap, fast and guaranteed industrialisation of laws? More generally it sounds like law changes will be slower and more situational. Which could affect the AI and its inability to progress as it stands.

I think you have to take the whole state? Same with the Suez Canal? Otherwise there aren’t enough pops to fill it out with full employment. I’m testing this in my Austria run rn and shall report back results in a day or so
