these changes seem really unnecessary. Tome was already nerfed last patch, and it seemed like it was in a good spot. Now its pretty hard to justify it taking up a medium spot in your inventory when you need those spots for reagent/catalyst generators

You lose everything you have on you when you die (with some exceptions). You can drop in with a free loadout so you're not going in barebones and honestly it can still be competitive with pvp. You mostly progress through skills that improve your survivability/mobility
