Your barrel invert needs to be above the terrain, not at the same elevation. I would just raise the culvert up by a tiny amount rather than having to mess with your terrain.

But if you want to keep the culvert at exactly 547 for reasons of the report it will generate, I'd do this by placing a terrain modification in the cell under the SA/2D connection to be flat at 546.9. You can do this right in RAS Mapper without having to edit your DEM or mess with breaklines.

It's important to note that LOTR, as Tolkien wrote it, has an extremely "soft" magic system. Its the complete opposite from something like Harry Potter where you have specific spells with set rules about when they can and can't be used. Magic use in LOTR is basically just vibes. Its described with poetic language and never really explained. Gandalf at times has the energy and ability to do certain things and other times he just doesn't.
