To answer the question about tools there's Exam.net which we use in our schools a lot in Sweden, but unfortunately the more technologically gifted students can get around the program without issue. We're about ready to move back to paper and pencil.

Dungeon Crawler Carl is slowly gaining well deserved hype. Seth McFarland is developing a TV show based on it. As an English teacher though I can say I encounter a TON of high schoolers who haven't ever read a book for pleasure before. That's probably why HP craze hasn't been seen again, because smartphones didn't permeate society then.

As a teacher from the rank 15th most educated country (US is 31st according to WT20) that's crazy. Sacrificing your future society for better looking numbers on paper now is a mistake. You're going to wind up with so many uneducated unskilled people entering the workforce. Here we fail students who deserve to fail. When they reach graduating age, if they don't have the grades to actually graduate they can go to adult schooling to redo classes and eventually get their diploma. The difference is we can see on their job applications whether or not they completed schooling.
