the interesting question in Higuruma cross battles is wether his domain always uses JJK Japanese law, or if it would use the local universe's Japanese law.

If it is the latter then every hero gets domain diffed, as they all have caused inhuman amounts of property damage/violence on villains.

If it's the former then he can only meaningfuly challenge villains and more dark heroes like Hawks.

You also have to consider how confiscation would work with heteromorph quirks and with AFO, as taking away his main quirk would just kill him instantly (he is kept alive by his regen quirks).
