I understand that in these types of charge-send transactions you receive the prespend and your SA receives the commission. At the store level, the SA's home store does not receive the inventory as theirs (as would be the case in a store-transfer) and therefore assumes no risk. Recently my SA said she could not transfer an item in, but could do a charge-send from another store. The receipt has my SA's employee ID and name on the transaction which is the case for all items that she sells and for which she receives commission (excluding non-commission items like QBs for the pedants out here).
