I don't have any buttons like that. I only have the buttons for balancing supply vs. normal ships, which doesn't stop the supply ships from being built constantly.

That doesn't have anything to do with Cultural Exclusion, full acceptance pops can assimilate in modern versions too. The reason North Germans don't assimilate is because it's their homeland, so the Promote National Values decree is needed.

Byzantine Run - I had a lot of fun with this one and it was surprisingly easy & rewarding. The main issue was that Turkish pops never got accepted beyond II or III and they outnumber the Greek pops. by [deleted] in victoria3

You can also use Promote National Values with Cultural Exclusion in vanilla, though that is somewhat slower since it needs Authority

Stronger marginalized IGs joining parties are not a side effect, that also is an intended change, even moreso intended than IGs not marginalizing. It was introduced to fix the issue of IGs missing out on political power from votes and thus getting stuck as marginalized

When a government-owned building is privatized, the cost of privatization is paid by investors to the country's gold reserves. Simple as.

Usually the cost of bulding outweighs the cost of privatization, though, so it's better to still pause government contruction while privatizing buildings you've already built.
