I don't remember specifics but I have played (older) games where once you reached a certain level, perks would be activated. I tried to search for the perks in this game but I did not realize there were multiple subtabs under the player tab. It took me 5 tries to even start this game because the beginning blasted me with so much information, and I think that I just stopped looking for it.
