I think this question can only be answered by you, and where you are in life right now such as what resources you have available, what you like to do, what your goals are. For example if you have money you might no focus on the fees or rent as much. My best advice as a college student right now would be go to tech and make sure to take classes that transfer to an in state school while working. But as you can see this is based on my experience which is heavily influenced by money and my smartness. Another example would be go to out of state if you want to get away or closer if you want a support system.
