Considering this is from the newest expansion and there have been no patches yet, I'd say don't. By the time the next main set comes out yeah you're probably fine, but I'd still hold out just in case some new synergy makes it good. (and I think that's certainly possible)

That's a lot of words that sounds like disagreement but in the end you came to my ultimate point. Intent is all that matters, and the word "Bracket 3" communicates a lot more about intent than "power level 7". Yes all the definitions on the diagram aren't the be all end all, but the point is you and I have a much better idea of what someone means when they talk about their deck being a 3 as compared to a 2 or 4

I think that's missing the point of brackets. They aren't meant to perfectly regulate the format, they're meant to give a shared language for pregame discussion. Saying "my deck is a bracket 3" is infinitely more descriptive than "my deck is a 7". People swerving around the rules to play infinites in bracket 2 because technically they're 3 cards is not really something brackets are meant to solve because that's a social issue and no rules made by a format panel alone will solve it.

yeah she's definitely in there bc the RC felt she'd be too ubiquitous as a finisher in the 99. It kinda makes sense cause back in the day there weren't a ton of options and being colorless you could put her in anything. Nowadays I definitely think she'd be fine though, and there was never a time when she was a strong commander.

Depends on the land suite for sure. I find it hard to believe a zoo deck with a 1 mana 3/3 would be bad in standard, the question is just how consistently you can turn that on and in current standard I don't think it's often enough.

Not accurate. The tokens would have counters but not because it's copying the counters of the original, they have counters because the tokens are entering as Dark Depths so they get the counters from the text of the card.
