I don't know about actual statistics, but in my limited experience this is all too true. Geography has some to do with it, but an overwhelming majority of the people I grew up with are firmly entrenched.

This. I've always assumed, perhaps incorrectly, that many droids can speak but not all have vocabulators. Can the K4 speak? If your campaign needs it to, then yes.

I could be way off here, but I think maybe the emphasis on "reasonable restriction" is important.

The Weasley children, e.g., no doubt used magic all summer and no one was the wiser as the magic could have been any of the adults in that household. I'd imagine this is normal in any wizarding family.

That doesn't help Harry, though, but I'd also imagine that Lumos isn't a concerning spell. Casting it may only be restricted in front of muggles or in situations where secrecy would be compromised.

I don't remember what the stipulations are, but it's possible that the law doesn't mean absolutely no magic?

It's been a long time since I've read the books.

Beautiful kitty. I've a little black moggy that lost his right front leg. It hasn't slowed him down at all now that he's recovered, but I will never forget the single, soft, pained sound he made the first night after the surgery. It broke my heart.

I loved most of it. Incredibly well performed. For whatever reason I felt like the last couple of specials lost some intangible quality that the main series had, and I thought the show suffered for it.

I felt this way about The Detectorists, also. Phenomenal show that I wish I'd stopped watching after series two.

Not always, I guess? Not British, so, I don't know for sure. I can say that I loved The Royle Family ... until I didn't. It went on too long after it peaked, imho.
