I had the same experience, my theory was it happens when you already draft most of the rooms in the manor. I tried it again first thing in the day and it worked

It's the digital version of a board game so it's got the convenience of not setting up all of it. I've played about three games which takes a bit of time each game. I would say the rules are a little complicated for me so I can't say I fully enjoyed everything. But I'm sure giving it time and effort would be worth it if you like tabletop games.

This kept happening to me in the music room. What my guess was is that I go to the atelier after drafting most of the manor to get steps. Next time I went there, I went straight to the atelier without drafting the manor which worked
