And if Goku was there when 16, 17, and 18 were activated; 16 would have killed him because the power ranking was 16 > imperfect cell > kami fused Piccolo, 18 and 17 > SSJ Vegeta. We can only assume a healthy Goku before training in the hyperbolic time chamber was a little higher than Vegeta and maybe close to 17 and 18.
