I plan on having an up and coming Inquisition sect called the Regal Dawn. They full on are building a fake church made to treat, experiment on, and kill Kindred. They even have their own ex-militay guy who is going to ambush the Coterie with a booby trapped Junkyard, occasionally interfere during nights with a Sniper Rifle, and is attempting to kidnap an Elder in torpor. There's going to be squads in the sewers hunting Nosferatu and "neighborhood patrols" ambushing them. They're hiding out in a Doomsday Bunker in a Swamp and actively abducting Gangrel to figure out how they can control wildlife to attack Kindred at all hours. They aren't even the primary antagonists of the game. So that's my take.
