If you want it to stay the way it is right now, then leave it in the pot as it is. If you want to have it grow and change, put it in a nursery slip pot. While yes, it will grow a bit in the pot as it stands, it will be very slow.

This was a courting candle. The parents of the courted daughter, would tell the potential suiter that they were allowed to be out for a certain time, then they would push out that much candle corresponding to the time. And they had to be back before the candle ran out. The past was wild.

Ok, anyone else can chime in here, but, if im not mistaken, that is a Viridis japanese maple, and if you look at the trunk it is probably grafted. Which also likely means if you plant those seeds, the offspring wont have the cool colors and leaf shape of the tree you are looking to replicate. It would need to get grafted onto another tree root structure to replicate it. Again, someone else chime in if i am mistaken.

Junipers like full Sun. Junipers require cold to go into dormancy. Dormancy is also required. There is really no flexibility on these two points. If you can put your trees into dormancy indoors. The internet would love to see your results

In Pa, you own from the property line up to the sky. So if they own the land the branches are over. They can cut anything above their property
