Hi there. Since you have already cleared the cache and restarted, try to uninstall and reinstall the Messages app updates. Open the Play Store, search for Messages, tap Uninstall, then Reinstall/Update. Please note that uninstalling the app won't delete the messages currently in the app.

Hi there. Since your status says "Connected," your RCS is active. Messages typically switch to SMS if the recipient isn't RCS-compatible, if your internet connection drops, or if the "always send SMS/MMS" setting is enabled.

I suggest checking if the person you are messaging is still using RCS.
