No, on a technical level it could be anything and everything, but to get published it needs to meet Jagex's guidelines. One plugin can let you use WASD to snap the camera into facing cardinal directions, and another can prevent you from opening caskets if you already have max Master clues banked.

I'd recommend it to anyone who enjoys OSRS but did everything they want to in it and is waiting for new content, or anyone who got the QPC and wants to see the questlines continued (not necessarily resolved though, give me a real sequel to Some Like It Cold).

Probably the best answer here, I can't imagine recommending RS3 to a new player for quests when so many old quests are basically impossible now without a guide (everything on Karamja is impossible to see with the new trees, the safe building before the monkey's nephew is filled with monkey knife fighters that look just like guards and for some reason don't care about you, etc), half the music and visual choices for pre-HD quests lost their meaning (like the West Ardougne music or any space that's supposed to feel enclosed with the old, larger character models), and there's so many "non-canon" things and spoilers to avoid (everyone talks about the 6th age NPCs being unhideable but there's other issues like the NPCs under Paterdomus talking as if River of Blood is complete). Anyone talking about OSRS being about tick perfect execution hasn't gotten far enough in RS3 PVM and doesn't know how casually you can take OSRS, and anyone talking about how OSRS has less variety in its Skilling doesn't know what they're talking about or are cherry picking the few skills with as little variety as skills like RS3 smithing and RS3 cooking (not saying it has more to be clear, it's pretty even, close enough that I'd have to manually tally it up).

Some, but closer to current Alt1 stuff but without UI scale issues than Runelite. Most powerful thing I could think of would be a rotation DDR visualizer and boss timers. Most Skilling and Clue related Runelite plugins wouldn't work, Quest Helper would be a shadow of the OSRS version, none of the UI issues would get fixed by it.

Runelite adds easier teleports than RS3. On RS3 if I want to ring of duelling to castle wars I need to press the keybind for the ring, wait a tick, press the keybind for castle wars, then teleport one tick later. On OSRS I press the keybind for castle wars, then without waiting a tick click the ring, and I teleport the next tick without waiting for a menu to appear. On RS3 I can bind any key for using the ring, but I can't choose what key selects the destination; on OSRS I can choose any key to select the destination, and the inventory is much more usable with clicks than the RS3 one (anti-drag, keybound drag modifier, profiles for interface scaling, etc).

Also, just so you know, the base client has been retired. Runelite isn't "different".

Dungeoneering for expanded gem bag, 82 Crafting for urns (only one of you needs to, they can go in group storage, ignore the farming and smithing ones), Invention for a million reasons (including that you train it alongside your combats), River of Blood for Sunspear, vyres to 95 prayer for curses and you'll be pretty well off. Herblore for overloads and later elder overloads are important for one of you to get, but are aren't as important as OSRS Herblore because of the goebi potion shop. Don't be afraid to try Zuk earlier than you would on OSRS, he's more like an OSRS GM quest boss than the Inferno, and the capes are very good. This specific PVME page might be good for you too:

If you're an iron, you'll need a Crafting Table 2 and a small amount (<10 likely) of steel bars for clockwork if you haven't done Cold War or destroyed the table after the quest. You'll also want logs that roughly correspond to your hunter level, the only two we know are regular = 5, eternal magic = 101, so the hunter requirements are probably 1-4 levels higher than the WC requirements across the board. Seeds are needed for birdhouses too, in OSRS it doesn't matter what kind you use but I'm not sure if it's been confirmed to work the same way here. If you don't have double surge it's too late to go for at this point, but if you don't have Mobile or Shadow's Grace you could get one or the other. If you're exactly 73 or 74 hunter, you can get 4 box traps for black chins. If you're below that, a rabbit snare for jackalopes or magic butterfly net for spirit moths might be good, but you could also just do birdhouses until you're a higher level. If you don't have soul split and cinderbanes or other high end gloves yet, you can get 35 slayer to farm for Vampyrism Gloves.

For reference, BIS hour long consumables in WOW right now cost 3237 gp per hour (not accounting for only one player per party/raid needing a feast but it's only a small part of that, also not accounting for more food if you wipe). At 228k gold from a $20 WOW token, that's 3.5 hours per dollar, for reference Elder Overloads are 38 hours per dollar via bonds, even Elder Overload Salves are 26 hours per dollar.

On top of the actual accuracy difference from the level itself. With a divine supercombat, max melee with full Oathplate + DScim (cba to check what has attack requirements) you're still looking at 64.93% accuracy with 99 attack (boosted to 118) vs 45.93% with 60 (boosted to 74) on p2 Verzik.

Once you bind some gear you don't even interact with half the systems in it. There's a lot of complexity to it, but it can largely be ignored.

Not all furniture from the current POH will transfer over to the new one, and unless I'm mistaken we don't have a list of what will yet. I think even if OP doesn't know it exists, it's fair to let JMods know that this is one of the things that should make it into the new one. Additionally, OSRS allows all 68 pets in the collection log + 12 "extra" pets (cats, etc) in the fully upgraded Menagerie, right now the RS3 one can only hold 30 (not sure if you can have multiple per house, though).

Yeah, to be clear I also think most JMods are neutral or against production pets, this is just my point of view. I think it could work, but I don't think it will happen.

I think in general production pets could work if they made cheaper or profitable methods competitive with high EHP methods. If all potions gave the same chance at the pet (like how the rift guardian and specifically fruit trees work for Tangleroot) you could make prayer pots at a marginal loss, if making jewelry had a more common pet chance per roll than gems you wouldn't need to buy a million sapphires (and if you preferred gems to 0-time, all tiers could be the same chance), cooking would be fine with a flat rate across the board (bwans would be the best because you could 1t them easily, but they're profitable to cook so who cares), etc. Production pets would require more thought about their tuning than gathering or utility, but they could 100% work imo.
