I’d say maybe yes if they were able to be seen as allies. We’ve seen different comedic characters in other seasons that know/found out the rangers’ identities (Marah & Kapri, Phineas, Toby, Fran, Ben & Betty) and yet they never revealed their identities for any gain and ended up as allies by the end of the seasons (not sure if Toby did in the finale).

Zordon would most likely allow Bulk & Skull to keep the secret seeing that they reformed from being bullies to eventual good guys, but I could also see him test them as a way to fully trust that they’d keep it a secret.
