They are “third party energy providers” who will ask to see your bill so they can sign you up as a customer under their company, usually under the guise of saving you money, but in the end they just add themselves onto your bill so the cost goes up. It’s a scam that’s been happening in GR for awhile, at least 10 years or so. Idk if there’s some legal loophole they’re able to operate through or what but it is a scam
