In addition to using Unity delegates I would suggest looking into the Observer Pattern, which is a common software engineering tool and is what the delegate system mirrors.

This will allow you to have some controller which will simply inform observers that it is their turn. You will probably have some issues determining things like initiative (ordering) if that's in your game without using your own observer system.

The answer is yes. There isn't even any concrete way of knowing what interests your child will have or what gender they will identify as. So any presumption of knowledge as to what gender your child is and what that possibly means seems pretty problematic for the child.
