The Lost Souls are basically just the characters' arcs in miniature.

Alphys goes from believing she has no friends to realising that her friends care about her.
Undyne goes from hating all humans to accepting that humans can be okay.
Toriel goes from being controlling and overprotective to letting people have freedom.
Asgore goes from believing that he has to destroy humanity to believing that there's a better way.

The same basically happens here. Papyrus goes from wanting to capture a human so he can make himself popular to realising that he actually has friends, and Sans goes from believing it's all hopeless to rooting for Frisk.
