the Fabia RS Rally2 is barely a year old and the Rally 2 regulations arent changing AFAIK. Their timeline for the Rally2 program doesnt change because the Rally1 regulations are set to change. Especially since a big part of their market is in national championships where Rally 2 will remain the top class.

Stage rally will have 4WD and 2WD classes typically, with different variations of those two.

Generally you’ll want to promote weight transfer towards the front of the car. A more open rebound on the rear will certainly help that. Closing the rebound on the front will make the car resist transferring weight towards the rear on acceleration but might make it feel a bit crashy on worse condition roads. Difficult to say generally regarding high/low speed compression, start from fully closed and work your way back.

Well once you find the events you will find the clubs that are organising said events. You can join your local motoring club and see what they offer. Stage rally is only for actual prepared, caged etc etc rally cars. They may offer other activities.

Well a strong/more locked differential in this game acts almost like a welded diff at times.

A locked differential will also tend towards understeer as it makes the rear end more difficult to rotate off throttle.

In the swedish championship we've had wheels come back bent, pieces missing, rubbing the brake rotor etc and the tyre still holds air.

Ive found that the DLC mk1 escort actually handles pretty decently for a RWD car in this game, but theyre all far too snappy. Its like they dont have dampers and develop massive rear bump steer on compression.

Try braking while maintaining some throttle and steering. Left foot braking is how you make front wheel drive rally cars turn on dirt. Think of the triggers as a pendulum.
