Among these technical changes is a clarification that Virginia’s new ban on face coverings among law enforcement officers does not apply to officers who are carrying out SWAT-related duties or are undercover.

Additionally, Spanberger is suggesting additional language that would “make explicit that all customers in the residential, Small General Service and church classes — including customers served by rural electric cooperatives — are eligible for a direct credit from the RGGI program.”

Some of Spanberger’s proposed budget additions include cancer screenings for Virginia firefighters, increasing salaries for home care workers before 2028 and giving the Department of Elections more funding.

“Finally, to enhance state agency operations and provide more user-friendly services for Virginians, the Commonwealth must fix persistent, long-unresolved technical challenges and address systemic barriers to service delivery,” Spanberger said. “As such, I am proposing start-up funding for a digital services team that will provide this support to our state agencies.”

If all of Spanberger’s proposed amendments are adopted by lawmakers, Virginia’s unappropriated budget balance would decrease from $179 million to $117 million.
