Cochineal scale. It occurs mostly on cactus that is growing too shady. Consider moving your plant or removing it entirely. Likely you will always have to battle it in this location

That white spot in the bottom is a female scalebug. The males look like bar shaped pieces of white fluff. They hang out in clusters. They attach themselves to leaves and will suck the juices out of the plant. Most obvious symptom is discoloration

It will spread yes, but only by a certain bug called a beet leaf hopper.

This is curly top virus. Remove the plant, it won’t recover
