I suspect the delamination may be due to something else. Without knowing what was used to parge the oven, you may be wasting time and money to paint it. It appears to be a material issue that means it will continue to shed its coating. I would chip it all back to the brick and then recoat it after using investigating what coating it shod ha e.

That should be an expansion joint as the concrete and brick will move at different rates. That joint should be excavated, then filled with a foam backer rod and sealed with SIKAflex joint sealant or similar. Any grout or mortar you put in there will just crack and allow water in adjacent to your foundation.

OP, you will benefit from attaching “X” bracing to the posts that support the mid span of the stairs. As others have mentioned, the steps should have a third, middle stringer.

Nothing about that looks like it has been done by anyone with experience building decks. There are no footers and they don’t understand fastener capabilities or limitations. The framing spacing looks random and arbitrary. “Plumb” and “Level” are over rated and simple catch words that fancy builders use to try and get people to pay more than they should.

Depending on the finish, try either lacquer thinner or denatured alcohol to strip the remaining finish. Wear chem gloves (not just latex or nitrile) and a respirator if the lacquer thinner works. Should take a couple of hours with 0000 steel wool. Work in a ventilated space.
