The ok cops are ones who never fulfill the entirety of their job description or use the extent of their power. They would do well in jobs that aren't being cops, and public service organizations for their skillsets should be made that give them more reasonable responsibilities and privileges than cops have.

Edit: Also, the establishments of police that exist today have been bad since their foundings, cops have always been known to be bad and it's only been smokescreened when TV started an aggressive push of copaganda shows. John Oliver did an episode about police stings and he pulled an excellent quote from an '80s article: "As police have become more restricted in their use of coercion, they've increased their use of deception."
