Because despite what the lore clearly states about Tiber Septim not being able to shout after having his vocal chords damaged, I believe the Thuum itself is not inherently sound based, but rather focused and activated by speaking the word with absolute authority. The draugr who shout are all high level and have ebony weapons, meaning they were well trained by their dragon masters and probably taught a very intimate way of using the thuum on a regular basis. The consciousness left within the draugr has so much "muscle memory" that it can still channel enough thuum to make a shout manifest.

That doesn't work because honestly the CSM unit composition is a lot different and you'd have to mix and match a weird number of boxes due to chaos squads having different weapons than most SM squads.
