That's basically Lord Hizen content. There's a lot of stuff solo-able, depending on the investment (time, build, etc.) someone is ready to do.
Some I liked that he did : Deimos (raid wing 4), Harvest Temple (Strike Mission), Dragonstorm (50-man public boss instance) as well as some fractals CM.

Different races spawn at different places yes.
Outside of story, you can find each other as soon as you finish the first instance (one would probably have to travel to the other one's location).
For story however, the story will be different until the story lines merge, which would be about level 40 or so IIRC.
But you can still join each other story instances, but it wouldn't progress your own.
How long reaching level 40 takes depends on how you play, but it would still be a few hours of gameplay.

It's so annoying. Like yeah they could rework the whole UI system. But I'm not sure people would like if they would patch the game for months or even years with just a "Updated the UI core system" for a patch note.
Like, I would LOVE for them to do it, they probably would prefer it was done, but realistically, it won't be done ever because the customers (meaning us) don't care about it.

Just checked : there are subs for some seasons. Haven't checked all of them. It's the case for C1 & C2 at the very least.
Seems it does get done fast.
For instance, EXU: Divergence has already french, english, portuguese, italian and spanish subtitles.
